US and Mozambique accelerate negotiations to resume support for the health sector

Maputo — The United States government is poised to resume structured support for the health sector in Mozambique. This was the prevailing tone of the high-level meeting held Monday afternoon at the Ministry of Health in Maputo, which marked a decisive step forward in negotiations for the new Memorandum of Understanding for Bilateral Partnership in Health.

The meeting, which signals closer ties between the parties, was chaired by the Minister of Health, Ussene Isse, and included the participation of officials from the Ministry of Finance, led by the Permanent Secretary, Albertina Furquia, who represented Minister Carla Louveira. On the US side, the delegation was headed by the US Chargé d'Affaires in Mozambique, and also included a technical team that came directly from Washington, D.C., specifically to align the terms of the future cooperation agreement.

During the meeting, the negotiating teams made significant progress, reaching consensus on several structural aspects of the Memorandum. This progress paves the way for the instrument to be signed in the coming days, establishing a new framework for cooperation that promises to bring greater predictability and coordination to US investments in the country.

The future Memorandum of Understanding aims to strengthen areas considered priorities for both Washington and Maputo. Key focuses include combating HIV/AIDS and tuberculosis, improving maternal and child health, strengthening laboratory capacity, preparing for and responding to health emergencies, and institutionally strengthening the National Health System.

In his speech, the Minister of Health, Ussene Isse, emphasized the strategic importance of the agreement. "This is a crucial moment for us to relaunch, in a structured way and aligned with our priorities, the support of the United States government to the health sector in Mozambique," he stated.

With the consensus now reached, the Governments of Mozambique and the United States are increasingly close to formalizing the new cooperation framework. This understanding comes at a time when the country seeks to consolidate the gains already achieved and accelerate its response to key health challenges, ensuring that external aid translates into a direct impact on the lives of citizens.
