Professional Technical Education in Crisis

Education in Mozambique has gone from bad to worse since the introduction of reforms in 2012. It has seen a degradation of education that begins with the lack of adequate infrastructure and equipment to carry out its activities, the absence of standardized manuals at national level for each module and the delay in awarding certificates to trainees at the end of the training. According to our source, the Ma- puto Industrial Institute recently awarded certificates of completion of training to trainees who had completed the course nine years ago. The ceremony was led by the Secretary of State for Technical and Professional Education. After the training period, trainees have been waiting a long time for the certificate issued by the National Authority for Professional Education (ANEP), which has shown itself to be weak in its capacity to provide national coverage to a network of at least 171 institutions, distributed among public (68), semi-public (38) and private (65).

As a logical consequence of this situation, young people have recently been looking for courses linked to the police and military life because they are aware that after training there will be easy integration into the market, and they will soon have a job

It has been common when ANEP arrives at a given training establishment, observes the evidence folders and finds some irregularities such as the lack of a signature on an internal verification document (VI), lack of evidence in a module, and informs the institution to contact the trainee to return and at tend, which hinders the continuity of the others.

When ANEP appears at a given educational establishment, it has noted irregularities, which means communicating with the institu ion and contacting the trainees in question to regularize their academic situation (in some cases they must attend an additional module). There has been an exchange of accusations between ANEP, training centers and trainees, apparently the process is not clear, which undermines the continuity of many trainees nationwide, which has culminated in demonstrations and protests of delay

According to our source, ANEP has taken on the exclusive responsibility of carrying out external verification when this should be carried out by the Productive Sector with a view to providing the necessary inputs for improving the development of skills, in accordance with the spirit of the reform in Professional Education. On the other hand, this entity is struggling with the lack of personnel to carry out the verification of regulatory documentation in a timely manner
