3rd Session of the EU-Mozambique Partnership Dialogue Strengthens Strategic Cooperation

The 3rd Session of the Partnership Dialogue between the Government of the Republic of Mozambique and the European Union (EU) took place today in the city of Pemba, Cabo Delgado province. Under the motto "Strengthening mutual trust, deepening cooperation, advancing reforms, ensuring sustainable development", the event was co-chaired by the Minister of Foreign Affairs and Cooperation, Her Excellency Maria Manuela dos Santos Lucas, and the Head of the EU Delegation in Mozambique, His Excellency Antonino Maggiore.

The session was attended by senior officials from various sectors of the Mozambican government and Ambassadors from EU Member States, including Austria, the Netherlands, Ireland, France, Germany, Spain, Finland, Italy, Portugal, Belgium, Romania, and a representative from the Swedish Embassy.

A Consolidated Strategic Partnership

Within the framework of the Samoa Agreement, the parties welcomed this Dialogue as a crucial opportunity to transparently address the challenges of the bilateral partnership. In this regard, they congratulated themselves on the success of the third session of the sectoral dialogue on human rights, held in Maputo on October 29th.

 

Furthermore, the strength of a relationship built over decades, based on shared values, namely the defense of a rules-based international order, was highlighted. The parties also marked the 25th Anniversary of the EU-Africa Partnership, anticipating the upcoming Summit in Luanda as a key moment to reinforce strategic commitments between the two continents.

Alignment in Reforms and Economic Development

Domestically, a comprehensive exchange of perspectives took place regarding the political, economic, and social situation in Mozambique. They converged on the desire to move forward with comprehensive reforms to address the aspirations of the Mozambican people in areas such as democratic governance, human rights, security, and the development of an inclusive economy.

 

The European Union reiterated its support for the ongoing Inclusive National Dialogue, emphasizing the importance of effective civil society participation.

 

Economically, the parties analyzed constraints and opportunities, reaffirming the importance of improving the business environment and promoting SMEs. The EU highlighted the role of the private sector and the potential of the Global Gateway Strategy for long-term sustainable development. On the other hand, the potential of resuming large natural resource projects for beneficial economic growth for all was emphasized.

Achievements and Cooperation in Security

A significant milestone** was Mozambique's removal from the FATF's "grey list," an objective achieved through fruitful joint work, which both parties celebrated.

With regard to security in Cabo Delgado, there was agreement on the need for a comprehensive approach that integrates the dimensions of security, development and humanitarian assistance. The European delegation welcomed the strengthened mandate of ADIN, considering it a vital entity for coordinating efforts between Mozambican authorities and international partners.

Finally, the EU reported on the review of the mandate of the Military Assistance Mission (EUMAM Mozambique). The Mozambican government expressed its expectation of its continuation, praising its success in strengthening the capabilities of the Mozambican Armed Forces (FADM) through the training of special forces units and the supply of equipment.

Future Commitment

In conclusion, Mozambique and the European Union reiterated their commitment to holding the Partnership Dialogue every six months, with the clear objective of deepening relations and adjusting cooperation priorities, thus consolidating a strategic and resilient partnership.
