Professor Rizuane Mubarak, from the Alberto Chipande Higher Institute of Technology, contributed to this redefinition. In a country where access to advanced higher education remains a structural challenge, especially outside major urban centers, Professor Rizuane Mubarak emerges as one of the most relevant figures in the expansion of academic education in Mozambique by 2025, with particular emphasis on the central region of the country. The commitment to doctoral programs with national relevance strengthens the link between the university and the real challenges of Mozambican development, allowing the knowledge produced to respond to the social, technological, economic, and environmental needs of the country. This vision places higher education at the service of the territory, decentralization, and national scientific sovereignty.
The Alberto Chipande Higher Institute of Science and Technology (ISCTAC), headquartered in the city of Beira with regional branches in Pemba (north) and Maputo (south), was founded in August 2008, a genuine initiative of Professor Rizuane Mubarak, and is owned by Global Visa, which, in addition to higher education, operates other socio-economically significant ventures, including an academic radio and television network. Professor Rizuane Mubarak is a Mozambican jurist, university professor, academic manager, and writer. He was the first Mozambican to obtain a doctorate in Public Law, in 2019, from the Catholic University of Mozambique.
Professor Rizuane Mubarak's career reflects a visionary leadership, committed to the future of higher education and to building a more accessible, autonomous university system aligned with the challenges of national development. His legacy, still under construction, is distinguished by a consistent commitment to academic quality, scientific rigor, and the training of human capital committed to the Mozambican reality. His actions extend beyond the immediate present, consolidating a path of academic inclusion, intellectual autonomy, and sustainable development, whose impact will endure for generations to come.
For these reasons, the name of Professor Rizuane Mubarak legitimately ranks among the figures who have marked higher education in Mozambique in 2025 and rightfully establishes him as Figure of the Year 2025 in the academic field and in the expansion of higher education in Mozambique. Professor Rizuane Mubarak thus emerges as Figure of the Year in the area of innovation and expansion of higher education, with particular emphasis on the central region of Mozambique.
