The controversy surrounding the alleged financial irregularities at the National Social Security Institute (INSS) in Mozambique is far from a recent or isolated incident. This is an issue that, over the years, has raised doubts about the management of resources allocated to the social protection of workers and pensioners, placing transparency, oversight, and accountability in the administration of public funds at the center of the debate. The persistence of these controversies suggests a problem that may have deeper roots than simple administrative failures, requiring close scrutiny of control mechanisms, the interests involved, and the potential consequences that these irregularities may have for the sustainability of social security in Mozambique.
In 2014, Helena Taipo, who served as Minister of Labor between 2005 and 2015, the last year of her term, was indicted in a case alleging she received approximately 100 million meticais diverted from the National Social Security Institute (INSS). According to an indictment from the Central Office for Combating Corruption (GCC), the money was used to purchase real estate, vehicles, food baskets, and alcoholic beverages. It's worth noting that part of the diverted amount consisted of fees that South African mining companies pay to the Mozambican state for hiring national labor. In 2019, the Maputo City Judicial Court decided to uphold the pre-trial detention of Francisco Mazoio, the Chairman of the Board of Directors of the National Social Security Institute, who was held in custody as part of case number 31/11/P/2019, detained at the request of the Central Office for Combating Corruption.
In the current case, where the controversy does not exclude the involvement of the former Minister of Labor and Social Security, Margarida Adamugy Talapa, it is argued that she was the minister who headed the ministry between 2020 and January 2025, a period in which Joaquim Siúta took over the management of the INSS (National Social Security Institute) and is now pointed to as the sole person responsible for the embezzlement of 510 million meticais that resulted in his arrest. In a video published on social media, Magaia questions how an amount of this magnitude could have been moved within a state-supervised institution without the knowledge of higher management levels. "It is not possible for an employee who is your subordinate to move money without their superior knowing," she stated. Artemisa Magaia raises questions about who authorized, monitored, or supervised the operations that are at the center of the investigation, as well as about the control mechanisms in place at the INSS during the period in question. Artemisa Magaia argues that the former minister must provide explanations and that her potential responsibility should be investigated by the competent authorities.
Artimiza Magaia became popular after publicly and unconditionally supporting VM7 and later demanding that Venâncio Mondlane be transparent and account for the money he received in his campaign support account from his supporters. Artimiza, a member of the Frelimo party, gained public notoriety through videos circulating on social media denouncing alleged corruption and vote buying during the party's internal elections in the Gaza province electoral district. This occurred within the context of Frelimo's internal electoral process for candidates for the Assembly of the Republic in 2024, which led to the opening of judicial process number 106/0911/P/2024 in the 2nd Section of the court. According to the sentence, Artimiza was found guilty and charged with acts of defamation against "honor" and "good name." The central question in the current INSS case is not only to clarify how the 510 million meticais were moved, but also who else benefited and whether there were failures in supervision or involvement of higher-ranking officials, given that historical debates persist in society about the mismanagement of this state institution in the handling of resources intended for the social protection of workers.While the resources of a social security institution are being called into question, the concern goes beyond the corridors of bureaucracy: at stake is the citizens' trust in a system designed to guarantee protection in times of old age, disability, or vulnerability. However,Artimiza Magaia reiterates that Mozambican society awaits a response regarding the recovery of the funds and that those responsible, "if identified," will be held accountable before the Justice system.
