Three Law Schools discuss the protection of children and adolescents in the digital age

The Law Faculties of Eduardo Mondlane University (UEM), the University of Macau (UM), and Agostinho Neto University (UAN) will hold a Tripartite Legal Seminar on June 18, 2026, at the UEM Campus, under the theme "Protection of the Rights of Children and Adolescents: The Convergence between Digital Transformation and Social Reality".

The event, which will take place in Amphitheater 2502 of the Pedagogical Complex, between 8:30 am and 5:00 pm, aims to institutionalize a permanent space for scientific reflection on the evolution of Lusophone legal systems and their interaction with the legal system of Macau/China, in a context of increasing dematerialization of social relations.

According to the seminar's concept note, the meeting aims to examine the effectiveness of judicial mechanisms for child protection in the face of emerging risks in cyberspace, to foster debate on legislative harmonization between Angola, Mozambique and Macau/China, and to assess the evidentiary and civil and criminal liability challenges in cases of online violation of children's rights.

The scientific program will be divided into three fundamental axes. The first, dedicated to the personality rights and data protection of minors, will address the digital legal status of children, progressive autonomy and consent on digital platforms, as well as the right to be forgotten. The second axis will focus on cybercrimes and the victimization of children and adolescents, discussing the classification and combating of cyberbullying, online exploitation and grooming, as well as the validity of digital evidence in family and juvenile proceedings. The third axis, entitled "The Digital Rule of Law and Guarantees of Access to Justice," will explore the responsibility of the State and technological platforms in protecting the fundamental rights of minors, as well as the convergence between constitutional precepts and digital transformation in family relationships.

The reflections presented will be consolidated into a collective work entitled "Children's Rights and Digital Transformation: Legal Challenges in Mozambique, Angola and Macau," which will systematize scientific solutions for the effective protection of children and adolescents in their respective jurisdictions.

The seminar reaffirms the commitment of the three partner institutions to lead the scientific debate on the consolidation of the Digital Rule of Law, ensuring that the acceleration of technological innovation does not compromise fundamental guarantees or the dignity of children and adolescents.

The event is open to legal experts, professors, students, legal professionals, and interested members of civil society.
