The President of the Republic receives the secretary of the African agency for climate crises

The Mozambican Head of State is coordinating strategies with the African Risk Capacity Agency (ARC) and preparing a high-level conference on disaster finance, scheduled for June.

MAPUTO, March 21, 2026 – The President of the Republic, Daniel Francisco Chapo, met on Friday with Jean Chrysostome Ngabitsinze, Secretary-General of the African Risk Capacity Agency (ARC) and Assistant Secretary-General of the UN, in a meeting that consolidated joint efforts to address the climate crises affecting Mozambique. The meeting also served to prepare for a high-level conference on disaster finance, scheduled for June of this year.

In statements to the press, Jean Chrysostome Ngabitsinze began by outlining the nature of the organization he leads and emphasized that the meeting was motivated by the political importance of the Mozambican Head of State. The diplomat structured the visit around three essential pillars.

“We were received by His Excellency, first and foremost, in recognition of his leadership,” stated Ngabitsinze, highlighting that the meeting also served as an opportunity for the African Union agency to express solidarity with the Mozambican people in the face of recent severe weather.

“Secondly, we came to express our solidarity in the face of the floods that continue to affect the country,” added the Secretary-General, highlighting the humanitarian aspect of the visit.

Finally, Ngabitsinze mentioned that the third pillar of the agenda focused on the continent's response capacity and the role of the Mozambican President. “We addressed Africa's current capacity and the role and responsibilities he assumes as a champion in disaster management. This is the central purpose of our visit,” he explained.

During the meeting, the multiple environmental challenges facing the country were analyzed. “We discussed the shocks facing the world, facing Africa, and in particular, facing Mozambique, namely those resulting from floods, along with drought and tropical cyclones,” detailed the Assistant Secretary-General of the UN, highlighting the complexity of dealing with “three simultaneous challenges — combined shocks — and therefore, we agreed on the need to join efforts.”

Ngabitsinze also revealed that the President of the Republic will preside over a high-level conference on disaster management and financing in June of this year. "His Excellency is already doing remarkable work in mobilizing African countries to combine efforts," he stated.

In concluding his remarks, the Secretary-General of the ARC reiterated the agency's commitment to working with Mozambique and noted with appreciation the "positive signs resulting from its continued efforts."
