The Council of Ministers approves the statute for the social services of the Armed Forces and the rescue package for the Temane Thermal Power Plant

Following the 17th ordinary session of the Council of Ministers, held on September 14, 2026, a diverse set of decrees was approved in the areas of defense, postal security, maritime navigation, energy, meteorology and climate impact mitigation, in addition to appointments to management positions and information on sectoral programs and reports.

The Council of Ministers held its 17th ordinary session on September 14, 2026. On that occasion, the Government reviewed and approved the decree that approves the Statute of Social Services of the Armed Forces of Defence of Mozambique, revoking decree no. 44/2008, of November 4.

According to spokesperson Salim Ismael Valá, the decree aims to adjust the structure and organization of the social services of the Mozambican Armed Forces to current challenges. Among the main measures are bringing services closer to beneficiaries through the establishment of provincial delegations, updating and adapting the legal, organizational, and functional plan, including retired and reserve members of the Armed Forces in the beneficiary list, and, in specific situations, Mozambican civic service providers and employees of the Ministry of National Defence, as well as establishing rules on the organization and operation of social services.

Also in this session, the decree on the Postal Security Regulation was approved, establishing the security standards and procedures applicable to the provision of postal services, with a view to guaranteeing the integrity, inviolability, confidentiality and resilience of the postal network.

The Council of Ministers also approved the decree that amends paragraph 6 of Article 16 of the Regulation on Aids to Maritime Navigation, approved by Decree No. 25/2026 of April 2. The amendment aims to redistribute the revenue from aid to navigation fees, allowing the different institutions involved in providing support services for maritime navigation and port operations to fully carry out their activities in the sector.

The resolution on the package of concessions and rescue measures for the Temane Thermal Power Plant Project was also approved. The approval aims to enable the mobilization of the additional resources necessary for the resumption and completion of the project's construction.

In the field of meteorology, the Government approved the resolution that approves the Meteorological Development Strategy 2026-2035. The strategy continues the implementation of actions defined in the Meteorological Policy, with emphasis on the modernization of the National Meteorological Observation Network, in order to make the early warning system more inclusive and to build resilience in communities in the face of climate change.

The Plan to Mitigate the Impacts of the El Niño Phenomenon was also approved, aiming to guarantee the restoration and reinforcement of water security, ensure water for human consumption, irrigation and livestock consumption, protect agriculture and livestock farming, including its promotion, strengthen the capacity of water distribution and sanitation systems, prepare the health, education, energy and industry sectors for this calamitous situation, and protect vulnerable populations. The plan also foresees the strengthening of monitoring and early warning systems and the timely mobilization of resources necessary for the implementation of priority measures to mitigate the impacts of this phenomenon.

Within the scope of the implementation of the Coral Norte-FLNG Project, the Council of Ministers reviewed and approved the decree approving the financing structure and the terms and conditions of the Direct Financing Agreement for the Coral Norte-FLNG Project in Area 4 Offshore, in the Ruvuma Block. It also approved the resolution approving the general financing terms for the equity component of ENH in the Coral Norte-FLNG Project in Area 4 Offshore of the Ruvuma Block, to be contracted between ENH Ruvuma Área 4 Investments FZCO, as borrower, and ENH Ruvuma Área 4 SA and ENH Coral Norte SU-SA, as debtors, and the concessionaires N, QG and ADNOC.

The resolution authorizing the establishment of ENH Coral Norte SU-SA and the acquisition of all of its share capital by ENH Ruvuma Área 4 SA in the natural gas venture of the Coral Norte Reservoir, in Area 4 of the Ruvuma Basin, was also approved, as well as the resolution approving the general financing terms for the equity component of ENH's Coral Norte-FLNG Project in Area 4 Offshore of the Ruvuma Block. This approval will allow ENH, as the State's representative in the project, to participate through its affiliate ENH Ruvuma Área 4 SA, isolating the risk associated with the direct participation of its parent company in projects with a complex financing structure. The segregation of these investments or projects into distinct legal entities is considered more efficient and viable, in order to limit the asset exposure of each business to the risks of the others, as recommended by international best practices.

Also in this session, the Government reviewed and approved the resolution appointing Ana da Graça Simeone to the position of Director-General of the School of Governance, the resolution appointing Nelson Laura Mabucanana to the position of Deputy Director-General for the Area of ​​Training and Professional Development at the School of Governance, and the resolution appointing Adérito Salvador Mavie to the position of President of the Executive Committee of the Integrated Development Agency of the South, commonly known as ADESUR.

The resolution appointing Vítor Luís Timóteo to the position of Chairman of the Board of Directors of the Petroleum Products Acquisition Company, a public company, was also approved.

The Council of Ministers also reviewed information on the Commemoration Program for the 40th Anniversary of the Mbuzini Accident, to be held on October 19, 2026; the Assessment of the 2026 School Sports Games, held in Inhambane, Inhambane province; the Assessment of the 61st Edition of FACIM in 2026; the Fiscal Risk Report for 2027; the Quarterly Debt Bulletin for the second quarter of 2026; and the status of the implementation of the State Procurement Center.
