PALOP-TL EU Technical Meeting reaffirms cooperation of over 30 years

Maputo, April 21, 2026- The Technical Meeting of the Partnership between the Portuguese-Speaking African Countries and Timor-Leste (PALOP-TL) and the European Union (EU) took place in Maputo from April 15th to 17th, 2026. The meeting brought together government representatives from PALOP-TL, the European Union, implementing partners and other stakeholders. The main objectives of the meeting were to assess the progress of ongoing projects, strengthen governance mechanisms and align the partnership with the priorities of the Global Gateway Strategy and the NDICI-Europe Global instrument.

The meeting reaffirmed the strength of a cooperation spanning more than three decades, based on shared values, mutual trust, and a common ambition for sustainable, inclusive, and results-oriented development. It highlighted significant progress in the partnership's three pillars: economic and financial governance (Pro PALOP-TL), justice and the rule of law (Pro JUST), and employment and culture (Pro CULTURA), with a particular focus on regional projects.

Among the main results, the following stand out:

   The consolidation of the implementation of the Pro PALOP-TL (Phase III), focusing on transparency, budgetary oversight, and gender-sensitive budgeting;

   The approval of the Pro JUST strategic guidelines, aimed at strengthening the criminal justice system in the fight against corruption and organized crime;

   Capitalizing on the results of Pro CULTURA, with an impact on job and income creation in the cultural sectors, and preparing for its second phase;

   Strengthening institutional capacities, including the training of thousands of professionals and the development of innovative tools, such as digital platforms for budget transparency;

   The consolidation of communities of practice and peer-learning mechanisms, promoting knowledge sharing and the replication of best practices among countries;

   The need to align interventions with the Global Gateway Strategy, prioritizing digital transformation, green transition, and good governance as pillars for sustainable development;

   The need to strengthen South-South and triangular cooperation, including Timor-Leste's geostrategic potential as a bridge to ASEAN;

   Strengthening the connection between regional and national levels.

The Maputo Technical Meeting reaffirmed the PALOP-TL EU Partnership as a unique model of regional cooperation, based on knowledge sharing, institutional strengthening and sustainable impact. More than just a cooperation instrument, this partnership constitutes a strategic platform to promote reforms, generate results and consolidate a common commitment to the future.
