New rules tighten the noose on semi-collective transport operators in Maputo

Operators of semi-collective passenger transport in the city of Maputo will now face harsher fines for infractions considered recurrent in the sector. The measure, announced by the Municipal Police, aims to improve the quality of service provided to users, strengthen road safety, and combat practices that have long generated complaints from passengers.

The Maputo Municipal Police has begun a new phase of inspections of semi-collective passenger transport operators, popularly known as "chapas," through the application of regulations that provide for heavier penalties for offenders.

The penalties cover various irregularities frequently recorded in the sector, including shortening routes, failing to follow authorized routes, boarding and disembarking passengers in prohibited locations, reckless driving, and other behaviors that compromise the safety and comfort of users.

According to Maputo Municipal Police spokesperson Naftal Lai, the measure stems from the need to impose greater discipline on officers and ensure that citizens benefit from a more organized and responsible service.

The new regulations also establish rules related to the appearance of professionals working in semi-collective transport. Drivers and conductors must adopt appropriate attire while performing their duties, in an initiative that aims to promote a more professional and respectful image towards passengers.

According to municipal authorities, the goal is not only to punish offenders, but also to encourage behavioral changes that contribute to improving the public transportation system in the nation's capital.

Alongside enforcement actions, the Municipal Police will continue to develop awareness campaigns aimed at operators, seeking to reinforce knowledge of the rules and encourage their voluntary compliance.

The introduction of the new measures was welcomed by many users, who consider it urgent to strengthen oversight in the sector. Passengers claim that practices such as the arbitrary shortening of routes, the misconduct of some ticket collectors, and disregard for customer service standards have caused frequent disruptions to public transport users.

For citizens, the application of higher fines could help reduce irregularities and promote a more efficient, safe, and dignified service.
