
The President of the Republic, Daniel Chapo, appointed Carmelita Rita Namashulua to the position of Inspector-General of the State, within the framework of the implementation process of the newly created Inspectorate-General of the State, an agency that aims to strengthen the mechanisms of oversight, control and integrity in the Mozambican Public Administration.
The appointment was made by Presidential Decree, under the powers conferred on the Head of State by paragraph 1 of Article 21 of Law No. 1/2026, of January 20, the legal instrument that establishes the creation and operation of the State Inspectorate General.
With this act, Carmelita Namashulua returns to the center of the country's political and administrative life, assuming leadership of an institution considered strategic in combating administrative irregularities, promoting transparency, and strengthening good governance.
Within the same legal framework, the President of the Republic also appointed Emanuel Augusto Mabumo and Laura Helena Nhancale to the positions of Deputy Inspectors-General of the State, through separate presidential decrees. These appointments come at a time when the Executive is seeking to consolidate the mechanisms for supervising public institutions, in a context marked by increasing demands for efficiency, accountability, and integrity in the management of public affairs.
The creation of the General State Inspectorate is understood by analysts as an attempt to strengthen the State's capacity to prevent and detect acts of corruption, mismanagement, and violations of administrative norms, functioning as an instrument for internal monitoring and auditing of the government apparatus.
The swearing-in ceremony for the appointees is scheduled for this Tuesday at the Presidential Palace in Maputo, and will be presided over by the Head of State.
At the same event, José João Passe, recently appointed to the position of Vice-Rector of Púnguè University, is also expected to take office.
The new appointments come at a time when the Government is seeking to inject new dynamism into public institutions, focusing on strengthening oversight and administrative accountability as essential pillars for consolidating citizens' trust in state structures.
